The Erosion of Academic Integrity: Is Pt. S.N. Shukla University Shahdol Risking the Future of Shahdol’s Youth?

Today, however, it stands accused of violating fundamental University Grants Commission (UGC) and of MP Vishwavidyalaya Adhiniyam mandates, leading to what many are calling a “educational fraud” against its own students.
The HOD Paradox: Physics Leading Biotechnology?
The most glaring discrepancy lies in the leadership of the Department of Biotechnology. In a move that has baffled scientists and educators alike, the Vice-Chancellor (VC) has appointed Dr. Praveen Sharma as the Head of Department (HOD) and Dean. Dr. Sharma’s academic credentials—an MSc and PhD—are in Physics.

While Physics is a noble discipline, it shares little to no practical or theoretical overlap with the specialized molecular and cellular complexities of Biotechnology. This appointment has raised a critical question: How can a physicist guide a PhD scholar in gene editing, or support a Master’s student in clinical research?
A Tale of Two Standards
The administrative choices at Pt. S.N. Shukla University appear even more radical when compared to the established norms of other state universities in Madhya Pradesh. Leading institutions have consistently ensured that their Biotechnology departments are led by Life Science experts:

The UGC Regulations 2018 are not mere suggestions; they are the legal backbone of Indian higher education. These rules stipulate that an HOD must be a person of academic distinction in the relevant discipline.
Furthermore, the university’s own internal logic is self-contradictory. Pt. S.N. Shukla University’s advertisements for Visiting Faculty and Lab Instructors for the Biotechnology department strictly require candidates to hold a BSc/MSc in Life Sciences.
“If a junior lab assistant is required to have a Life Science background to wash a beaker, how can the Head of the Department—who decides the curriculum and signs the degrees—come from a Physics background?” asks a concerned faculty member under the condition of anonymity.
The Human Cost: Students in the Crosshairs
For the students of Shahdol, many of whom come from rural villages and humble backgrounds, education is a hard-fought battle. By placing an unqualified leader at the helm of a specialized department, the university administration is creating a domino effect of failures:
- Placement Deadlock: Biotechnology is a high-tech industry. When a Physics professor attempts to bridge the gap with pharmaceutical companies or biotech labs, the lack of professional networks and domain knowledge leaves students without internships or jobs.
- Research Stagnation: Scholars are left without specialized guidance for high-level research, forcing them to settle for mediocre projects that do not meet national standards.
- The “Invalid Degree” Fear: If the NAAC or NIRF discovers that facts were misrepresented regarding departmental leadership, the accreditation of the department could be revoked. This would render the degrees of hundreds of students legally “worthless” for government jobs or foreign studies.
A Call for Transparency and Justice
The Vice-Chancellor’s management style has been described by critics as treating a public university like a “personal property.” While over looked all the rules and regulation. The arbitrary removal of qualified experts from the biometric system and the appointment of non-subject specialists suggest a system built on loyalty rather than merit.
The Demands are Clear:
- The Governor of MP (Chancellor): Must intervene to ensure that the appointment of HODs and Deans at Pt. S.N. Shukla University complies with the MP Vishwavidyalaya Adhiniyam.
- The UGC: Must conduct an immediate audit of the Biotechnology department to verify if the leadership meets the statutory requirements.
- Immediate Re-Structuring: The university must replace non-subject specific leaders with qualified Life Science professionals to save the current academic session.
The youth of Shahdol deserve the same quality of education as those in Indore or Jabalpur. If Pt. S.N. Shukla University continues to operate in the shadows of mismanagement, it won’t just be the rules that are broken—it will be the future of an entire generation.
Justice for Shahdol starts with academic transparency and the termination of the HOD Dean for treating state goverment property as its personal property.
